JOB OVERVIEW

Reporting to the Deputy Director Finance Strategic Capital Planning and Project Director, the Project Manager is a key contributor to the District’s Civic Facilities Redevelopment Program. The Project Manager leads and manages multi-year initiatives and projects from initiation to completion resulting in operational readiness and ensuring that they are delivered on time, within scope, and on budget.

Preferred Qualifications

The ideal candidate will possess or be:

·         Bachelor’s degree in Business Administration, Engineering, Architecture, Construction Management, or a related field and five (5) years experience in managing complex capital projects and/or programs, preferably within a municipal or public sector environment. Experience must include direct involvement in management of construction phases. An equivalent combination of education and experience may be considered.

·         Project Management Professional (PMP) certificate is required.

·         Comprehensive knowledge of established project management methodologies, including the Project Management Body of Knowledge (PMBoK).

·         Proven experience in managing large scale construction projects from start to finish, including initiating, planning, executing, monitoring and controlling, and closing.

·         Proficiency in project management software (i.e., MS Project). 

·         Experience with high level budgeting, resource allocation, and risk management. 

·         Ability to focus on achieving long-term project success while managing day-to-day tasks and activities. 

·         Ability to manage, track and record project details while maintaining focus on the bigger picture. 

·         Ability to anticipate potential issues and address them before they impact the project. 

·         Capable of adjusting to changing project needs, priorities, and circumstances.

·         Ability to manage interest holder expectations and navigate conflicts or issues diplomatically. 

·         Ability to demonstrate strong political acumen and discretion in navigating complex organizational dynamics, maintaining confidentiality, and coordinating sensitive communications and information. 

·         Proven ability to operate in complex, politically sensitive environments involving Council, senior leadership, and the public. 

·         Strong interpersonal writing and oral communications skills with an excellent ability to build relationships with colleagues, customers, elected officials, vendors and contractors. 

·         Ability to work positively toward advancing First Nations relations and awareness of federal, provincial and municipal initiatives advancing Truth and Reconciliation. 

·         Knowledge of and ability to be a leader on WorkSafe BC regulations and responsibilities.

·         Knowledge of federal and provincial building codes, ASHRAE, and MasterFormat are an asset.

·         Strong decision-making, problem-solving, and analytical abilities, exercising sound judgment under pressure and in complex situations.

·         Working knowledge of the Community Charter, Local Government Act and other related legislation as applicable to this role.

·         Ability to identify, lead and participate in initiatives to implement process improvements and stay up to date on industry trends and best practices to increase efficiency and effectiveness.
