Fraser Health (FH) is seeking a strategic and solution-oriented Executive Project Officer, Major Projects (Acute) to lead the planning, execution, and delivery of complex, large-scale capital projects that will shape the future of healthcare infrastructure across the region.

Reporting to the Vice President, Planning, Transformation & Infrastructure, the Executive Project Officer is accountable for the successful execution of major acute care capital initiatives, including project planning, design, construction, and implementation. The role ensures alignment with Fraser Health’s strategic priorities, compliance with regulatory standards, and support for safe, high-quality patient care. The Executive Project Officer provides strategic oversight and coordination in collaboration with Chief Project Officers and Executive Directors to advance Fraser Health’s capital infrastructure portfolio.

The Executive Project Officer is accountable for:

  • Overseeing daily operations and progress of acute capital projects, ensuring completion within scope, budget, and schedule.
  • Leading strategic planning related to facilities development, real estate operations, project transitions, and operational readiness.
  • Collaborating with the Engineering & Operations team to achieve an optimal balance between operational requirements and capital project objectives.
  • Managing multi-billion-dollar capital portfolios involving multiple phases and delivery models, including P3, Alliance, DB, and CM approaches.
  • Supporting procurement, scope change management, budget approvals, and contract negotiations in accordance with governance frameworks.
  • Collaborating with internal stakeholders, Ministry officials, clinical leaders, and external partners to facilitate integrated planning and risk mitigation.
  • Providing leadership for project teams, including recruitment, performance planning, and effective resource allocation.

Detailed Overview

The Executive Project Officer, Major Projects (Acute) is accountable for overseeing and managing the day-to-day operations of major and complex capital projects within Fraser Health, with a focus on supporting and guiding the Chief Project Officers and Executive Directors in delivering high-impact projects. This role ensures the smooth execution of the strategic and operational objectives related to project planning, design, construction, and implementation across FH as a portfolio of major capital projects. Ensures projects are completed in accordance with quality standards and relevant legislation and regulations. The Executive Project Officer provides leadership in project management processes, and ensures the timely and successful completion of projects ensuring the vision established for the Project is met for FH, its patients, care providers and local communities.

Duties include overseeing resource planning, allocation, and management related to physical, financial, and human resources to support the operational needs of FH. The Executive Project Officer ensures project alignment with strategic initiatives and facilitates effective decision-making by establishing strong collaborative working relationships with the Senior Leadership Team, Ministry officials, clinical and corporate leadership, contractors, consultants, and hospital staff, ensuring seamless communication and consensus-building across all levels. Projects may include multiple phases and delivery methods may include Public Private Partnerships (P3), Design-Build (DB), Construction Management (CM) and Design-Bid-Build/Stipulated Sum.

Preferred Qualifications

Qualifications
Master’s Degree in Business Administration or a related field, supplemented with fifteen (15) years recent related experience in progressively more complex and senior management/leadership roles in a large complex health care organization including five (5) years recent, relevant experience as an executive responsible for managing large major and complex capital projects portfolio, or an equivalent combination of education, training and experience.

Professional/Technical Capabilities

  • Demonstrated working knowledge of building systems, operations and maintenance practices in a complex, multi-site health care environment.
  • Demonstrated working knowledge of appropriate legislation, codes, relevant laws and by-laws, provincial/national standards, and funding protocols related to facilities management within health care.
  • Demonstrated experience in management of large-scale strategic facilities planning and construction projects; budget preparation and management of financial resources for both operating and capital costs for immediate and long term plans purposes.
  • Proven ability to build a shared sense of purpose with clear priorities and expectations.
  • Demonstrated knowledge of Generally Accepted Accounting Principles (GAAP) and other related accounting procedures/principles.
  • Demonstrated ability to lead, plan, direct and implement processes.
  • Demonstrated ability to identify, manage and mitigate risk.
  • Ability to identify, plan and direct work assignments.
  • Ability to organize and prioritize functions to meet tight and evolving timelines.
